That concept is quite interesting, not to mention pretty cool! :-)
One nit to pick, though. That residual bone (if that is what it is meant to depict) is not found in the neck. It more resembles the proximal femur (leg bone of the hip), than a cervical vertebra.
Now that is some genius put to good use!
Certainly the mods draw a lot of attention. I wonder if in the end the increased attention might have the adverse effect of getting more people to notice the ad part of the billboards? A risk worth taking, I say.
