This goes hand in hand with the "broken windows theory" , which holds that once "disorder" gains a foothold on the street, quality of life crime and other crimes soon follow. While these theories and principles may apply well in situations where neighborhoods are over-run with prostitution and drug dealing, they are also often stretched to make a point in the case of homeless people. In a neighborhood where the only problem is homeless people hanging out, police will often target homeless people for minor infractions, such as sleeping on the sidewalk or possession of a milk crate or shopping cart.
